REQUEST FOR QUALIFICATIONS (RFQ) PROFESSIONAL ENGINEERING SERVICES TWDB WATER SUPPLY AND INFRASTRUCTURE GRANT (WSIG) HOUSE BILL 500 PROGRAM RFQ No. 2026-06-16 El Paso County Tornillo Water Improvement District is soliciting Statements of Qualifications (SOQs) from qualified engineering firms to provide professional engineering services related to water system infrastructure improvements and potential funding through the Texas Water Development Board (TWDB) Water Supply and Infrastructure Grant (WSIG) Program established under House Bill 500. The District's highest-priority project is the rehabilitation or replacement of existing water storage tank infrastructure. Additional projects may include water treatment improvements, transmission line improvements, storage facility improvements, security enhancements, and operational resiliency projects. Engineering firms will be selected based upon demonstrated competence and qualifications in accordance with Texas Government Code Chapter 2254.
